Data and Information Systems Lead
Contract length: 14 months
Hiring Range: $65,000.00-$73,000.00 per year
The Data and Information Systems Lead is responsible for overseeing the organization’s data management, technology infrastructure, and information systems to ensure optimal performance, data security, and compliance with industry standards. The Data and Information Systems Lead ensures the accuracy and quality of the Centre’s information and data and oversees the systems, processes and procedures that support the efficient and timely access to information and data to facilitate efficient and effective planning and reporting. This role will support strategic decision-making by providing accurate data insights and manage all aspects of the organization’s technology needs, including system upgrades, data governance, and IT solutions that enhance efficiency and service delivery.
Role:
The Data and Information Systems Lead serves as a champion of the Hamilton Urban Core’s mission and vision and works in a manner that is consistent with the Centre’s values, beliefs, core competencies and commitment to quality in service. The Data and Information Systems Lead is an essential member of the client-centered, inter-professional, multidisciplinary team of health providers at Hamilton Urban Core. The Data and Information Systems Lead will work with other members of the Centre’s teams to effectively and efficiently serve clients and communities using responsive and innovative approaches to services and service delivery framed by health equity and the social determinants of health.
Accountability:
The Data and Information Systems Lead is accountable to the Senior Manager, People and Operations. Overall accountability is to the Executive Director.
Responsibilities:
1. Work with management to identify information needs and to continually revise output to address those needs. Design queries and produce standards reports, such as in Hummingbird BI and Access, to support management decision-making.
2. Develop and maintain dashboards, databases, and reporting tools to support operational and strategic decision-making.
3. Interpret data and assess data quality issues to support management decision-making.
4. Support complete and accurate entry of data by developing and implementing systems, protocols and/or processes, and by training staff to use established procedures, including all required Evaluations System standards
5. Ensure data governance practices are in place to maintain data integrity, confidentiality, and compliance with privacy regulations.
6. Conduct internal training assessments to identify staff training needs with regards to data management and coordinate implementation of the training plans. Train staff in design and use of provider templates and application of validation rules.
7. Provide ongoing technical support and training for staff to maximize the effectiveness of information systems and technology tools.
8. Develop user guides and resources to ensure staff can use systems efficiently and effectively.
9. Conduct ongoing monthly staff training.
10. Develop and implement processes data entry, extraction and transfer systems and protocols as required by the Centre, and assess training needs, train and support staff to use established procedures.
11. Apply CHC evaluation framework including data model, data relationships and business rules. Apply concepts related to program logic models and indicator development to the analysis of data to measure program outcomes.
12. Create processes to ensure high quality data is available for extraction as needed by developing and implementing systems or processes to prevent, track, and correct errors.
13. Lead technology and data-related projects to support organizational goals, including the introduction of new systems, software upgrades, and process improvements.
14. Collaborate with senior leadership and department heads to identify data and technology needs and deliver innovative solutions.
15. Participate in committees and regional user groups to develop and share data management best practices.
16. Maximize efficient functioning and utilization of the data system through liaising with the Association of Ontario Health Centres (AOHC), Integrated Systems Support (ISS), software vendors and IT support resources as needed.
17. Participate in formal user requirements processes and ensure that implemented solutions meet identified user requirements and are compliant with system-wide processes and data standards.
18. Participate in Management meetings and actively participate in the Centre’s quality improvement committee, quality assurance plans, and lead cyber security initiatives.
19. Maintain and develop professional competence.
20. Stay updated on best practices in data management, IT security, and relevant health information technology standards.
21. Work within an anti-racism, anti-oppression, culturally sensitive, language appropriate framework.
22. Work as part of the interprofessional team at the centre and adhere to the Centre’s core competencies and the CHC Model of care.
23. Participate in Centre-wide activities such as the annual general meeting, client-centered activities, annual events and all other special events and activities related to Hamilton Urban Core.
24. Proficiency in Jreporting (LOGI Report), BIRT, PSS Suite EMR Super User Knowledge , and knowledge in SQL and Pss suite schedule management is a must.
Performance Targets:
- Achieve 90% data accuracy across all data collection and reporting processes.
- Ensure 100% on-time submission of all reports to funders and stakeholders, measured by tracking submission dates against deadlines.
- Ensure zero breaches in data privacy and maintain full compliance with regulations (e.g., PHIPA, HIPAA), monitored through quarterly security audits.
- Provide relevant staff with training on data and information systems (e.g PS Suites), measured by tracking training sessions and staff feedback. Monthly PS Suites training implemented.
- Complete 90% of IT and data-related projects within the agreed timeline, tracked by project progress updates.
