Hamilton Urban Core Community Health Centre Board of Directors Responds to Community Questions Regarding 276 Aberdeen Avenue
Hamilton, ON - The Hamilton Urban Core Community Health Centre is committed to working in full partnership with the City of Hamilton, our Ward Councillor, MPP, and local residents to ensure that the development and operation of the new Residential Treatment and Recovery program at 276 Aberdeen Avenue is transparent, accountable, and responsive to the needs of our community.
We recognize the importance of open and proactive communication, particularly regarding projects that affect neighbourhoods directly. The Board appreciates the thoughtful engagement of our municipal representative and values the opportunity to provide clarity and detail in response to the questions raised.
Project Status and Approvals
Hamilton Urban Core is in the process of securing all required permits and licenses to operate the Aberdeen site in compliance with municipal bylaws and Ministry of Health requirements. These include building and zoning verification permits and all relevant regulatory approvals.
Planned Services
The Aberdeen Residential Treatment and Recovery program is an abstinence-based program designed to support individuals facing substance use challenges by offering short-term, bed based intensive addiction treatment and supportive recovery services in a safe and structured residential setting as part of the provincial HART Hub initiatives. Our approach is culturally safe, trauma-informed, and focused on recovery and healing with life redesign to build life skills for successful community reintegration. The program is strictly drug, alcohol, and smoke-free.
Staffing and Program Standards
The site will operate with a 24/7 staffing model, including security guards, trained nurses, treatment and recovery counsellors, life redesign coaches, physicians, nurse-practitioners, and other health service providers. Programming will be informed by best practice service delivery models in trauma-informed care and recovery-oriented programs.
Community Safety and Engagement
Hamilton Urban Core is committed to maintaining a safe and welcoming environment for residents and neighbours. Security measures will include 24/7 security guards, controlled building access, on-site staff presence at all times, and collaboration with local safety partners.
We are equally committed to neighbourhood engagement. We do have a robust community engagement plan with the first steps involving attending local community events and door knocking within the neighbourhood to introduce ourselves, advise the neighbourhood of our plans, gather preliminary feedback through a survey , respond to questions, and begin building strong neighbourhood relationships Once formal approvals are secured, we will host an Open House Engagement Session in collaboration with our Ward Councillor and local MPP to share details, answer questions, and hear directly from residents.
This will mark the beginning of an ongoing dialogue between Hamilton Urban Core, the neighbourhood, elected representatives and community partners.

We will ensure that our Ward Councillor, residents, community partners and stakeholders are kept informed of our plans. The success of the 276 Aberdeen project depends on collaboration, trust, and shared commitment to supporting Hamilton’s most vulnerable residents. We remain hopeful that this added resource will bring meaningful benefits to our community and help promote health and stability for our vulnerable neighbours with complex needs.
